Economists had expected roughly 90,000. The unemployment rate rose to 4.2 percent from 4.1 percent. (1)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">The revisions mattered too. July was revised down by 31,000 jobs and August by 29,000, a combined 60,000. In other words, the job market was weaker over the summer than the first estimates showed. Employment figures are routinely revised after they are first published. (1)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">Stocks then rallied on Friday. The Dow rose about 0.5 percent, the S&amp;P 500 about 0.7 percent, and the Nasdaq about 1.2 percent. (2)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">One day is not a week, though. Across the full week the S&amp;P 500 fell about 0.3 percent and the Dow fell about 1.3 percent, while the Nasdaq gained about 0.5 percent. (3)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">Why would a weak jobs report help stocks at all? At its September 16 meeting, the Federal Reserve raised interest rates. (4) Friday's rally was consistent with reduced expectations for an October rate increase following the employment report. Future decisions will depend on incoming data. (5)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class=""><em>That pattern, where disappointing economic news lifts markets because of what it may mean for interest rates, comes up often. It is worth recognizing when you see it.</em></p><p style="color:inherit;font-size:.9375em;line-height:1.618em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;margin-top:14pt;margin-bottom:6pt;" class=""><strong>Borrowing costs went the other way</strong></p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">The bond market did not share Friday's enthusiasm.</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">The 10 year Treasury yield rose more than 10 basis points during the week to nearly 5.3 percent, reaching approximately 5.34 percent, a level Nasdaq described as its highest since 2002. (6)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">This matters for anyone with a home purchase or refinance ahead. Mortgage rates are influenced by longer term Treasury yields, mortgage backed securities pricing, lender spreads, and borrower circumstances. They do not move directly or proportionately with the federal funds rate.</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class=""><em>So the week sent two different signals. Stock prices rose on Friday while longer term borrowing costs climbed. If a financing decision is ahead, compare current lender quotes, which reflect market conditions and your individual borrowing circumstances.</em></p><p style="color:inherit;font-size:.9375em;line-height:1.618em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;margin-top:14pt;margin-bottom:6pt;" class=""><strong>The inflation report, and an important caveat</strong></p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">On Wednesday the government released the inflation measure the Federal Reserve uses, called PCE. Prices rose 0.3 percent in August and were up 3.4 percent over twelve months. Setting aside food and energy, the increase was 0.2 percent for the month and 3.0 percent over twelve months. Both came in below what economists expected. (7)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">Here is the caveat, and it did not get much coverage.</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">The Bureau of Economic Analysis also revised historical estimates in its annual update. Comparisons with previously published readings therefore reflect both updated measurement and economic developments. The lower reported annual readings should not, by themselves, be interpreted as evidence of a new slowdown in inflation. (8)</p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class=""><em>This is routine. Statistical agencies update their methods and revise past figures on a schedule, and the revisions generally improve the data. It simply means a headline comparing this month's number to one you remember from a few months ago may not be comparing the same thing. Inflation on these readings remains above the Federal Reserve's 2 percent goal.</em></p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">One more piece from the same report. Consumer spending rose 0.9 percent in August before adjusting for inflation, and 0.6 percent after adjusting for it. (9) A cooling job market alongside rising spending is an unusual combination.</p><p style="color:inherit;font-size:.9375em;line-height:1.618em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;margin-top:14pt;margin-bottom:6pt;" class=""><strong>Some relief on fuel</strong></p><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Liberation Serif', 'Nimbus Roman No9 L Regular', Times, 'Times New Roman', serif;letter-spacing:-.01em;line-height:120%;margin-bottom:6.5pt;" class="">Oil prices initially declined Friday following news of the emergency reserve release. The Group of Seven nations agreed to release 100 million barrels from emergency reserves over four months, including a substantial diesel release within the first 20 days, to ease pressure on fuel markets.
